Immediate Monsoon Response – Volunteers for Red Sky Roads

Fellow members, neighbors, and friends of Red Sky Ranch. As you are by now aware, the POA road equipment is not mechanically up to the challenges Mother Nature has recently thrown at us. All we have is a road grader, and it is in serious need of mechanical care. We also no longer have an operator for the grader, though we are interviewing candidates. We have also met with many area contractors to see what they can do to help; we have found them to be capable, but also potentially out of our budget...

Recent monsoon storms left sections of our roads damaged and, in places, barely passable. This initiative is an immediate and direct response. The Association is standing up a focused Volunteers for Red Sky Roads effort aimed at specific problem areas so that people can travel the Ranch safely and reliably again. With this effort, we can move quickly. We have found a legal way to make this happen: The roads on Red Sky Ranch exist as publicly accessible easements across privately owned parcels. Maintenance of these roads is privately funded and performed by the Property Owners Association. Arizona’s Planned Communities Act (A.R.S. Title 33, Chapter 16) expressly recognizes planned communities in which a nonprofit association holds an easement or covenant to maintain roadways (see A.R.S. §33-1802). This effort is carried out under that authority and under the Association’s governing documents. All work remains under Association direction and control.

We are inviting members of the Association, as well as Red Sky Ranch neighbors and friends, who own and operate their own heavy equipment (grader, dozer, loader, excavator, dump truck, etc.) to help.

How it works

• You bring the machine and the operator skill.

• The POA reimburses reasonable, documented fuel costs, or quantities.

• You help us identify which project you see needs done, that you are willing to work on.

• Every project is selected, designed, sequenced, and coordinated by the Association.

• The POA President will serve as the on-duty Association coordinator for all projects.

• The current priority is targeted work on specific areas to help restore passability on the most affected road segments.

• All participating members will sign a Hold Harmless agreement and Liability Waiver to protect the Ranch.

Volunteers act under the Association’s project coordination. The POA President, serving as coordinator on duty for every project, so that the work stays focused, organized, and properly authorized.

This is practical ranch stewardship. Keeping the roads passable protects emergency access, reduces longer-term costs, and keeps the work in the hands of people who know and care about this place.

If you own capable equipment, know how to run it safely in high-desert and sandy conditions, and are willing to work under Association requirments with the President as coordinator on duty, your Ranch needs you now.
