EMERGENCY ANNOUNCEMENT

BOARD OF SUPERVISORS OF APACHE COUNTY

RESOLUTION 2026-08

DECLARATION OF A STATE OF EMERGENCY I'll start by saying I am very happy to report that TWO people at the County answered the phone at 7AM this morning. Again, I find that the County is full of good-hearted people who are eager to help. That said, here are my notes from the call: Just got off the phone with The County.

I don’t have great news:

It is possible we are on our own, regardless of how the memo from the county reads.

We are on N-roads.

We are not on C-roads.

I have explained to the county:

- We have 100 or so elderly people up here and they cannot get in or out - stranded.

- Our road equipment has not been maintained by any previous administration and is largely unusable.

- A high percentage of our roads are dangerous to navigate or are completely impassable.

Although I got a firm grip on my contact’s heart-strings, he was needing to speak to higher-ups before giving me any firm, go-forward, idea of a plan.

That we have people who are older and stranded is much more relevant to our situation than our road conditions.

That we are Ns and not Cs, means we may not get any help at all.

I will know more in a couple of hours when my contact calls me back. Michael Combest, President Red Sky Ranch Property Owners Association
